Rosie M. Perkins Herbert, affectionally known as Baby Sis to her family and loved ones, quietly and peacefully transitioned this life and was called home to be with her Lord on November 9, 2023. Rosie, the daughter of Edward Sylvester Perkins and Anna Elizabeth Hackett Perkins was born on March 17, 1945, in Chestertown, MD.

Rosie received her formal education in Chestertown, MD and in 1979, she met and later married Jackie E. Herbert, Sr. on October 16th, 1984, they celebrated 39 years of marriage together. Rosie was employed with The New Castle County Register Wills for 26 years and retired in 2010. She later went back to work for a season at CrossRoads where she had the opportunity to work with the disabled. It was more than just employment to her. Rosie saw it as ministry and found great pleasure and enjoyment to be able to help others in need.

Rosie was a believer and loved God. She would attend several church communities where she enjoyed the fellowship and drew strength and encouragement from God's word. Rosie will especially be remembered for the things she did in her spare time. You could find her at her favorite spot, shopping at the Goodwill. This was one of her many favorite things to do. Those who knew Rosie, also knew she was a master cook and could put together a feast fit for a king. You name it, she could cook it. She loved traveling and wherever she went, she was always dressed up and well put together, matching from head to toe before she stepped out the door. Rosie loved music and enjoyed listening to gospel and jazz music at local festivals, musical concerts, and performances. She especially enjoyed spending time with her grandchildren, Perry being the first, Jasmine being the last, and many in between, and we can't forget her buddy, Lala!

Rosie was preceded in death by three brothers, Edward S. Perkins Jr., Clarence A. Perkins and James A. Perkins; daughter, Debra (Penny), Exum, (infant) granddaughter, Teeanna Marie Exum, and son Terence (Tee)L. Exum.

Rosie is survived by her husband, Jackie Herbert Sr, children. Reginald Perkins (Trina) of Magnolia Delaware, Jackie Herbert Jr. of Wilmington, Kimberly Herbert of Smyrna Delaware, Tracy Hammond (David) of Wilmington, Brady Muhammad (Annie) of Wilmington, Bonus Daughter Anna Exum, sisters Arlivia Perkins Howard, of Wilmington Delaware and Odessa Perkins Christy, of Delaware, brother George Perkins of Mobile Alabama, 18 grandchildren and a host of great grandchildren., cousins, family and friends.

A viewing will be held on November 24 from 5 to 7 pm in the Galena Funeral Home of Stephen L. Schaech, 118 W. Cross St. Galena, MD where funeral service will be held on Saturday, November 25 at 1 pm.  Burial will be held by family at the Delaware Veterans Memorial Cemetery, Bear, DE.
