Joe was born on September 19, 1934, in Pittsburgh, Pennsylvania to the late Joseph T. and Margaret McDonald Irr. He attended school in the Pittsburgh area, graduating from St. George High School in 1952. Joe served with the U.S Navy from 1956-1959.

During his years with DuPont, he had the opportunity to travel throughout the United States and around the world.
Outside of his professional life, Joe embraced many interests with energy and enthusiasm. He loved sailing, woodworking, skiing, and rock climbing. He also supported the restoration of the Skipjack Martha Lewis in Havre de Grace, reflecting both his appreciation for craftsmanship and his connection to the water. This love also led him to his enjoyment of researching historical ships, especially a Revolutionary War ship; the USS Andrew Doria.
Joe was also devoted to his community. He was an active member of the Galena Lions Club for many years and assisted in implementing programs in local schools that allowed students to receive eyesight checks at no cost.
Along with his parents, he is preceded in death by his sister Jean Johnson.
Joe is survived by his loving wife of 63 years, Mickey Irr; daughter Caren Irr of Cambridge, MA; son Hans Irr (Dianne) of Bethlehem, PA; and grandchildren Alexandra Newins (Patrick), Taylor Irr, Ryan Irr, Tenley Irr, and Alaska Irr.
